During the last several years crime rates in the United States have declined and prison populations have grown. To many people this doesn't seem correct because people don't expect the two variables to fluctuate, but if you look into it more deeply you can see why. More criminals are in prison; therefore there are fewer criminals on the street, which in turn gives rise to less crime.
