             According to Polsby laws that control guns are not effective. They have not been a crime deterrent, and that the problems of society are the root causes of crime. Those problems include familial disintegration, education that is not adequate and lacking opportunities for jobs (Atlantic1994).
             Polsby further said that guns do not create the national rates of crime and violence. It is his position that the propagation of gun laws does increase the national rates of crime and violence, however. The current crime and violence rates are below those of the rates 20 plus years ago. In the decade of the 60s and the 70s there was no gun control. There is, in effect, no gun control now. This fact points to the ineffectiveness of gun control laws. In fact, Polsby stated that "The rising generation of criminals will have no more difficulty than their elders did in obtaining the tools of their trade". Criminals are going to get guns, no matter what the laws are (Atlantic 1994).
             The laws to control guns do not work. They actually act contrary to their proposed desire. Those that use guns for legitimate reasons are confronted with bureaucratic control and regulation that is intense. They are scrutinized closely. Illegal markets are available for the easy procurement of guns; they are not concerned with the gun control laws. In fact, Polsby (1994) said, ". . . efforts to curtail the surly of firearms inflict collateral damage on freedom and privacy interests that have long been considered central to American public life". Seeing the attempted suppression of such vices as drugs and prostitution has given the American public first hand knowledge of the functioning of illicit markets and the cost to the public of the effort to control those illicit markets.
