There are two general types to the numerous gun control laws in America. One type sought regulation as in "how, where, and by whom firearms could be carried". Those were the older gun control laws. The other has used fees, surtaxes or special taxes in order for the purchase of firearms to be costly in terms of purchasing, selling or using them. The Brady Bill is a combination of the two, with a check of background, and the period of five-day waiting, which is considered to be a tax on time. Polsby considers a law such as the Brady Bill "scarcity-inducing". What he means is that the laws "seek to raise the cost of buying firearms, as figured in terms of money, time, nuisance, or stigmatization". The proponents of such acts would be shocked to learn that it did not have the dramatic or the measurable effect they wished (Polsby 1994).
