H. Maslow and Douglas M. McGregor both believed that in order for people to
work to their full potential, they're basic needs have to be satisfied.
(Maslow, 1954) Understanding the basic needs of the worker is important.
Maslow suggested that worker disaffection was due, not to something
intrinsic to workers, but due to poor job design, managerial behavior and
too few opportunities for job satisfaction. Herzberg identified various
other factors that can affect motivation: working conditions, salary, job-
security and company policies. Achievement in a specific field, recognition
of the value of the work done, pride in the work itself, responsibility for
the work done, advancement and growth in the work place act as stimulants.

that most civil service organizations generally operate using a traditional
or bureaucratic organizational structure. Traditional organizational
structures are generally based on a feudalistic concept and power rest in
the hands of managers and supervisors. Very rarely is feedback expected
from the workers; and little or no worker involvement is observed. In
short, the worker was not expected to think. In the bureaucratic
structure, the organization is run on the basis of a set of guidelines,
laws and procedures. These rules and guidelines are based on the consensus
reached between the top-level management and domain experts. Power did not
