United States can be said to have acted more as a bully than as a friendly
             big brother, it can be argued that one or both sides of the relationship
             That such confusions and misunderstandings can arise reflects the
             fact that the special relationship is a human construction, located
             historically and reflecting historically-rooted human concerns. The Anglo-
             American alliance of the Second World War was not the same as the
             partnership that fought the early Cold War, which in turn was not the same
             as the US-UK relationship that has engaged with the challenges of the post-
             Cold War world. When President Clinton described the British-American
             friendship, in a speech before the British Parliament in 1995, as
             stand[ing] alone, unbroken, above all the rest'[6] he was quite correct,
             but unbroken' has never meant unchanging'. A readiness to adapt to the
             changing dimensions of the relationship on the part of both America and
