The book describes that in the 1990's several states uncovered abuses that included, sexual abuse towards inmates, brutality, bribery, and drug smuggling, it mentions a case in Pennsylvania, where an associate superintendent testified about confirmed cases where officers smuggled contraband to inmates, assisted inmates in the beatings of other inmates, come to work under the influence of drugs, embezzled inmate funds, gambled with inmates, and even conducted a mock lynching of a black inmate.
