             Excluding undemocratic paramilitary groups for their use of violence again delegitimises their political cause. However, the British and Irish government have failed to recognise their own use of violent action and its legitimacy. Paramilitary violence as been viewed as an act of irrationality and criminality which has no place in democracy. Whereas violence committed by the state is seen as a response in upholding its democratic ideals. Terrorism is distinguished from other forms of violence in that it has no popular endorsement and its primary aim is to terrorise the population. For the peace process to successfully work it is important to understand the causal effects of violence so that further acts of violence can be prevented.
