State Department forged a foreign policy program that, in essence,
             extended the hand of friendship to Castro. While not condoning or ignoring his excesses,
             the state department welcomed him as a full member in the family of American states and
             Kennedy wanted to form a group that would formulate plans that would remove
             Castro from power. Well ultimately the Bay of Pigs was seen as a foreign policy failure.
             It also increased mass migration to the United States. A number of groups sprang up in
             the United States to oppose the Communist regime. President Dwight Eshienhower was
             looking for non-military solution . So puts an embargo on importing Cuban sugar. The

             functions as directed by the National Security Council." Eisenhower set his
             administration's goals in reference to Cuba in a speech he gave on March 4, 1960 in
             Groton, Connecticut. He said, "This nation cannot and will not tolerate the establishment
             of Soviet satellite ninety miles of our shores. In March 1960 President Eshienhower
