The Three Strikes legislature has been in place since November of 1993. This legislature has been very effective in keeping a lot of criminals off the street for good. Jerin starts off his arguments by giving different examples of cases whereby violent criminal have been paroled repeated times for the same crime and keep getting more and more violent. He gives as examples Richard Allen Davis and Leslie Allen Williams.
The first point Jerin makes is the fact that Three Strikes is in fact very cost effective. He explains that even though in the 'almighty dollar' the cost is over seven hundred thousand dollars, the cost of losing a life is way more than that. Also, he says that it is also cost effective in the sense that there is a general reduction in crime when high-rate offenders are locked away for good.
