eral spending also stabilized the diffusion of wealth amongst the nation so now the West Coast, which had been economically and socially devastated by the launching of naval war against Japan for years, was beginning to regain importance. Almost half of the government spending went towards the rejuvenation of factories, military facilities, and power plants in the West. Henry Kaiser, a Western big-businessman, exclusively interpolated billions of dollars into the economic infrastructure of the Pacific Coast. The West, with the help of such investments, underwent a metamorphosis from an infantile region to an economic powerhouse.
             With the return of American troops from Europe came the return of America's work force. This revitalization of the work force, however, meant that more people would be involved in the handling of goods and the distribution of those goods. Because of this, the government sought to establish new laws concerning workers' rights and workers' demands. The major concern of the government at this time, however, was inflation and the distribution of the nation's products without interference. The Little Steel Formula set a 15% limit on wartime wage increases. This formula, therefore, the Little Steel Plan aided the West Coast in that large manufacturing facilities were made abundant. Like the American Plan of 1920, the Little Steel Plan aided unions in the creation of more open shops. Another proposed plan was the "No-Strike" Pledge, which required unions to agree not to stop production in wartime. In return, the government established a "maintenance-of-membership" which guaranteed that anyone that wanted to become a member of a union would be inducted into that union. This response, therefore, guaranteed the continued growth of the union organizations, but in return workers had to give up the right to demand major economic gains during the war.
