             Lincoln, by the 1850's had decided that slavery was morally wrong, and that something needed to be done but he knew it would not be an easy task to accomplish. Lincoln looked up to Henry Clay and believed in His theory of colonization, and when he addressed it he made it sound really non-racist and as if trying to help the blacks. While eulogizing Clay he praised his work and said "the dangerous presence of slavery; and, at the same time [restore] a captive people to their long-last fatherland" (Stampp, pp.35). Lincoln's secretary of state was determining whether any governments in Latin America would have the blacks, or whether Great Britain or Holland would accept them as their American possessions. At one point Haiti agreed to take a group of blacks to a small island, the blacks were told that they would live in a tropical paradise. Instead they were exploited mercilessly and within in a year, half of them were dead. Lincoln brought back the survivors after realizing that he had made a huge mistake. During reconstruction Lincoln not only had to worry about his own race but also the future of a different race who were the blacks. Even though they were not his top priority by any means, he saw them as either a solution or a problem. He said that his concern was not of the blacks but of the union and what ever he decided to do with slavery was only going to be to help the union.
             That's exactly what happened when he issued the emancipation proclamation on September 22, 1862. He only enforced it in the southern states that still were in rebellion.
