in limits. The Russian empire was strictly centralized. Russia was ruled by a tsar who controlled all the power, was checked by no one, and used his position to rule empire the way he saw fit. Another reason was that America embraced outside businessmen, while Russia after recently controlling new land in Asia, closed down markets to outside businessmen that they couldn't beat. Verbal jabs from the U.S. government didn't help matters either as President Roosevelt stated in regards that Russians, "are utterly insincere and treacherous; they have no conception of the truth... and no regard for others." (3) Roosevelt also went on to insult the Tsar of Russia. The ideal logy of Marxism forced President Wilson to send U.S. soldiers along with allied forces to unseat Lenin Bolshevik from power and to also keep Japan from colonizing and closing Siberia. The Japanese threat was solved, but the intervention in overthrowing Lenin was a waste, and as a result Soviet leaders would always believe that, "capitalist encirclement" was against communism. Over the next year and a half after Hitler began WW II relations between the U.S. and Russia were at their lowest after the Russians took over Finland and showed the U.S. that Russia would continually keep trying to invade neighboring countries.

             How did the depression influence American policy after the Second World War?
             It influenced American policy by guiding U.S. policy to make countries a world marketplace. Article IV of the Atlantic Charter stated the economic policy of, "all states should enjoy access on equal terms, to the trade and to the raw materials of the world which are needed for their economic prosperity." (11) To ensure a peaceful world marketplace the World Bank and International Monetary Fund were created to help rebuild Europe and help other un-industrialized countries.
