             In this perspective Dump-It could actually be in breach of preventing the public from using a public footpath. Anyone who 'wilfully obstructs the free passage along a highway' can be fined up to £400 under section 137 of the Highways Act 1980.
             Janet could therefore prosecute against Dump-It for obstructing her usage of the footpath.
             One other point that needs to be addressed when deciding whether or not an injunction could be taken out against Janet, is the burden of proof.
