se started where Jesus instructed in Jerusalem, to the Jews. After the initial outpouring of the Holy Spirit the people were of Jerusalem were "amazed and perplexed, they asked one another, 'What does this mean?'" (Acts 2:12) Peter then had his first opportunity to speak to the people about Jesus and about the outpouring of the Holy Spirit. The people of Jerusalem heard them speaking in tongues and thought that the disciples had had too much wine. Peter stood up among the eleven and took leadership, and spoke to the people. "This was in accordance with the natural temperament of Peter. He was bold, forward, ardent; and he rose now to defend the apostles of Jesus Christ, and Christ himself, from an injurious charge"(Barnes). Peter's character said that he would take leadership and not be intimidated by the crowd or ashamed of the gospel in any way. Peter then explained to the people that the disciples were not drunk because it was the third hour of the day, in a sense to explain how ridiculous their claims were. Peter then speaks a word from Joel, showing a prophecy of what took place in the upper room that day. To emphasis that they were not drinking but drunk in the Spirit because of the great outpouring of the Spirit. The statement Peter quotes from Joel is:
             "In the last days, God says, I will pour out my Spirit on all people. Your sons and daughters will prophesy, your young men will see visions; your old men will dream dreams. Even on my servants, both men and women, I will pour out my Spirit in those days, and they will prophesy. I will show wonders in the heaven above and signs on the earth below, blood and fire and billows of smoke. The sun will be turned to darkness and the moon to blood before the coming of the great and glorious day of the Lord. And everyone who calls on the name of the Lord will be saved."(Acts 2:17-21)
